New Delhi Jan 25 PTI Former Uttar Pradesh chief minister and Hindutva poster boy late Kalyan Singh Indias first Chief of Defence Staff General Bipin Rawat senior Congress leader Ghulam Nabi Azad and former West Bengal CM and CPIM leader Buddhadeb Bhattacharjee were selected on Tuesday for this years Padma awards Within an hour of the announcement Bhattacharjee said that he rejected the Padma Bhushan award Official sources however said the ailing leaders wife was informed in the morning of the government decision to award him Padma Bhushan and that no one from his family objected to it Kalyan Singh and General Rawat who died in a helicopter crash in Tamil Nadu last month were conferred Padama Vibushan the countrys second-highest civilian award along with 88-year-old Indian classical vocalist Prabha Atre and the late Radheshyam Khemka former chairman of Geeta Press which publishes Hindu religious books The Babri Masjid was demolished when Singh was the chief minister of Uttar Pradesh where assembly polls are scheduled in February-March He resigned following the demolition even as the then Union government dismissed the BJP dispensation in the state Singh died last year No names were announced for Bharat Ratna the highest civilian award which was last awarded in 2019 to former President Pranab Mukherjee social reformer Nanaji Deshmukh and noted singer Bhupen Hazarika Cyrus Poonawalla of the Serum Institute of India which manufactured COVID-19 vaccine Covishield and Krishna Ella and Suchitra Ella of Bharat Biotech which produced Indias indigenous coronavirus vaccine Covaxin were also given Padma Bhushan Microsoft CEO Satya Nadella Google CEO Sundar Pichai chairperson of Tata Group Natarajan Chandrasekaran were conferred Padma Bhushan the third-highest civilian award Late Punjabi folk singer Gurmeet Bawa actor Victor Banerjee and former Union Home Secretary Rajiv Mehrishi were also named for Padma Bhushan Senior Congress leader Azad US-based culinary expert Madhur Jaffrey Paralympic javelin thrower Devendra Jhajharia religious teacher from Gujarat Swami Sachidanand were among the 17 Padma Bhushan awardees Olympic gold medallist Neeraj Chopra and singer Sonu Nigam were awarded Padma Shri Former West Bengal chief minister Bhattacharjee who was among the 17 Padma Bhushan awardees said in a statement I dont know anything about the Padma Bhushan award Nobody told me about it If I was given the Padma Bhushan award I am rejecting it According to CPIM sources it was a decision of Bhattacharjee and also the party However official sources said a top official of the Union Home Ministry called Bhattacharjees home early Tuesday morning The former chief ministers wife picked up the phone as he has been unwell and she was conveyed the central governments decision to name him as one of the Padma awardees this year Bhattacharjees wife told the top official that she would inform him Bhattacharjee about the Padma award Since no one from Bhattacharjees family got back to the home ministry about his unwillingness to accept the Padma award his name was announced late in the evening as one of the Padma awardees sources said The home ministry always calls up the prospective awardees about the decision to give the Padma awards before announcing the names If anyone conveys any objection he or she is not named sources said According to the Ministry of Home Affairs MHA the President approved conferment of 128 Padma Awards including two duo cases this year In a duo case the award is counted as one The list comprises 4 Padma Vibhushan 17 Padma Bhushan and 107 Padma Shri awards Thirty-four of the awardees are women and the list also includes 10 persons from the category of ForeignersNRIPIOOCI and 13 posthumous awardees Among the awardees include many unsung heroes who have been contributing to the society through different ways The Narendra Modi government has been honouring many such unsung heroes with Padma awards since 2014 Padma Awards are conferred in three categories namely Padma Vibhushan Padma Bhushan and Padma Shri The awards are given in various disciplines or fields of activities viz art social work public affairs science and engineering trade and industry medicine literature and education sports civil service etc Padma Vibhushan is awarded for exceptional and distinguished service Padma Bhushan for distinguished service of high order and Padma Shri for distinguished service in any field The awards are announced on the occasion of Republic Day every year PTI ACB NES SKL SMN SMN

New Delhi Jan 25 PTI Indias rank improved one place to 85 among 180 countries in a corruption perception index CPI of 2021 according to a new report by Transparency International which however raised concern over the countrys democratic status The index which ranks 180 countries and territories by their perceived levels of public sector corruption according to experts and business people uses a scale of 0 to 100 where 0 is highly corrupt and 100 is very clean Among those with weak scores are some of the worlds most populous countries such as China 45 and India 40 and other large economies such as Indonesia 38 Pakistan 28 and Bangladesh 26 the report by the anti-corruption watchdog said Indias rank improved by one place to 85 in 2021 from 86th in 2020 according to the index Except Bhutan all of Indias neighbours are ranked below it Pakistan dropped 16 spots in the index and was ranked at 140 Calling the case of India particularly worrying the report released on Tuesday said while the countrys score has remained stagnant over the past decade some of the mechanisms that could help reign in corruption are weakening There are concerns over the countrys democratic status as fundamental freedoms and institutional checks and balances decay Journalists and activists are particularly at risk and have been victims of attacks by the police political militants criminal gangs and corrupt local officials the report based on the index said The report further alleged that civil society organisations that speak up against the government have been targeted with security defamation sedition hate speech and contempt-of-court charges and with regulations on foreign funding A concerning trend across some of these nations with weak scores is a weakening of anti-corruption institutions or in some cases absence of an agency to coordinate action against corruption it said Denmark Finland New Zealand and Norway topped the list with the highest score While corruption takes vastly different forms from country to country this years scores reveal that all regions of the globe are at a standstill when it comes to fighting public sector corruption At the top of the CPI countries in Western Europe and the European Union continue to wrestle with transparency and accountability in their response to COVID-19 threatening the regions clean image In parts of Asia Pacific the Americas Eastern Europe and Central Asia increasing restrictions on accountability measures and basic civil freedoms allow corruption to go unchecked Even historically high-performing countries are showing signs of decline the report said PTI UZM RT RT

Guwahati Jan 25 PTI Assam on Tuesday recorded 4189 fresh Covid-19 infections a decrease of over 1700 new cases compared to the previous days figure pushing the states tally to 702902 a National Health Mission NHM bulletin said The number of fresh fatalities during the day increased to 19 from Mondays 18 taking the overall death toll to 6338 The 4189 new COVID-19 cases on Tuesday were detected from 43587 sample tests conducted during the day with the days positivity rate at 961 per cent This was a decrease from 5902 new cases on Monday detected from 56519 sample tests with the positivity rate at 1044 per cent Kamrup Metropolitan district which primarily comprises Guwahati city recorded 998 new cases down from 1044 cases reported on the previous day Among other districts Tinsukia reported 219 new infections Kamrup Rural 211 and Jorhat 208 Of the new deaths Cachar and Sonitpur reported three each while two each were recorded in Dibrugarh and NagaonThe number of Covid-19 positive patients dying due to other causes remained at 1347 Altogether 6747 patients recovered during the day an increase from the 5625 on Monday The total number of cured patients in the state has reached 653719 with a recovery rate of 93 per cent There are 41498 active COVID-19 positive cases in the state currently The NHM said a total of 40943241 doses of Covid-19 vaccines have been administered in the state PTI SSG NN NN

Guwahati Jan 25 PTI Assam Chief Minister Himanta Biswa Sarma on Tuesday said the state government will start Project Sadbhavana from February 1 to clear pending files some of which are lying unattended since 1990s Sarma held an interaction with the bureaucrats Assam Secretariat Service Officers other employees of Janata Bhawan secretariat and heads of the different departments and asked them to lend their hands for the success of the project He said that as a potential step towards citizen-centric governance the state government will launch Project Sadbhavana on February 1 to dispose of pending files to give succour to people as well as taking governance at the doorstep of citizens Under the project all the pending files till the period of May 10 2021 will be taken up for disposal In the next step files following this period will be taken up Interacting with the officers Sarma said that the success of the project will be dependent on the cooperation of the employees of the state secretariat He therefore requested them to lend their cooperation towards the success of the project where in files from 1990s and onwards will be disposed an official release from CMO said While announcing the project on October 29 last year Sarma had said that as per his estimates around one lakh files are pending at the Secretariat and some may be lying there since the 90s Sarma said that as part of the project a portal will be created and citizens can apply through that portal citing the file numbers and correspondence details Accordingly the government will take steps for disposing of the files Even without file numbers and correspondence details the government will dispose of the files as per laid down procedures he added Sarma said that since the spirit of the project is to help people who are seeking government response the officers and staff responsible for the implementation of the project should adopt sympathy and empathy for public interests He also urged the officers to apply their minds for seamless transition of the present system to an e-office system which will be an offshoot of the project PTI TR NN NN

Mumbai Jan 25 PTI The civic-run Brihanmumbai Electric Supply and Transport BEST undertaking will procure 900 air conditioned double decker buses on wet lease an official said on Tuesday Wet leases are ones in which the buses are owned by private contractors who also appoint their drivers as well as take care of maintenance and insurance The decision was taken in the BEST Committee meeting held during the day he said adding that the 900 buses will hired for 12 years at a rate of Rs 5660 per kilometre At present BEST has a fleet of 3377 buses including 48 double decker ones most of which have completed their codal life 1524 on wet lease and 386 electric buses Successful bidders will have to supply 25 per cent of the 900 bus deal within 12 months and rest within 18 months he said PTI KK BNM BNM BNM
